Assessment decides this, not preference
Every armed request starts with a threat assessment, and a meaningful share of them conclude that armed coverage is not warranted. A credible threat is a specific one: a named contact, a pattern of approach, a history of escalation, or a law enforcement report. General prominence is not a threat picture.

Licensing is jurisdictional
